Assemblea Nacional Catalana Approves New Roadmap

Assemblea Nacional Catalana (ANC) has successfully concluded its Extraordinary General Assembly (AGE), held online from January 15 to 19, with the approval of a new strategic roadmap. The document received substantial support from ANC members, with 83% voting in favour, 13% against, and 4% abstaining. Notably, participation in this vote increased by 113% compared to 2023, and by 15% compared to 2022, resulting in the participation of 2.434 members.

The newly ratified document reaffirms the ANC’s commitment to achieving Catalonia’s independence. It outlines a strategy focusing on civil disobedience and nonviolent resistance as responses to Spain’s authoritarian stance. The document also emphasizes the need for a strong Catalonia, advocating for the denunciation of fiscal exploitation and the establishment of robust national structures deeply rooted in the social fabric to assert Catalan sovereignty over its territory, administration, and infrastructure.

The updated strategic document of the Assemblea also advocates for the end of agreements with Spanish political forces and an escalation of mobilisations, aiming to return the ability of the independence movement to paralyse the country when the Catalan Republic is made effective.

To achieve these objectives, the roadmap is divided into three sections:

– Civil Society Front: Only a strong Catalonia will achieve independence.

The roadmap highlights the importance of preparing a series of escalating actions to channel public outrage over the grievances caused by dependence on Spain, ranging from fiscal exploitation to the marginalisation of the Catalan language, towards the only solution: independence. These mobilisations will need to incorporate a nonviolent struggle to confront the Spanish State and mitigate potential effects of Spanish repression. Furthermore, it points out that civil independence efforts must create national structures in addition to scaling up mobilisations. In this regard, the Secretariat has recently created the Country Structures Committee, coordinated by Julià de Jòdar.

– Institutional and Political Front: Towards an electoral majority committed to achieving independence.

Assemblea will promote democratic regeneration and leadership renewal to overcome the lack of transparency and internal democracy in Catalan parties while maintaining its role as a transversal entity advocating for unity. Ahead of future elections, the Assemblea will work on a minimum common program to achieve independence, agreed upon with the rest of the Civil Independence Movement.

Finally, it proposes an agenda to culminate in independence in the next Parliamentary elections, provided a pro-independence majority exists.

– International Front: To intensify the internationalization of the conflict with Spain.

The new roadmap underscores the need to continue the work done in terms of international advocacy and stresses that the goal of international action is to prepare and facilitate the recognition of the future Catalan Republic. This action is based on the defense of the exercise of the right to self-determination and the denunciation of violations of Fundamental Rights by the Spanish State. That is why the ANC has the vocation of influencing and being present in all international mechanisms for the defense of Human Rights. With this objective, Assemblea intends to maintain the established alliances and forge new ones around the world. In this context, it will continue to collaborate with the Unrepresented Nations and Peoples Organization (UNPO), of which it is a member. Assemblea intends to plan and lead the efforts of the Catalan diaspora to gain support for independence. At the same time, the ANC will support other national liberation movements and Human Rights organisations.
